Job Description

As a Technical Office Manager, you will be responsible for managing subcontractor-related technical activities and overseeing quantity surveying functions across construction projects. This includes reviewing and coordinating subcontractor scopes, drawings, and technical submissions; preparing and validating quantity take-offs, BOQs, and cost variations; and ensuring alignment between contracts, execution, and project budgets. You will closely coordinate with procurement, contracts, planning, and site teams to control costs, manage variations and claims, and ensure accurate measurement and timely certification. Your role supports cost control, contractual compliance, and smooth project execution in line with project schedules, specifications, and commercial objectives.

Job Responsibilities

Quantity Surveying

  • Prepare, review, and validate quantity take-offs, BOQs, and cost estimates for project works.
  • Monitor quantities executed on site versus contracted and budgeted quantities.
  • Review and certify subcontractor interim payment certificates and final accounts.
  • Track variations, additional works, and claims, ensuring proper measurement, pricing, and documentation.
  • Support cost control by monitoring committed costs vs. actual expenditures related to subcontracted works.

Subcontractors Management

  • Review subcontractors scope of work, technical submissions, shop drawings, and method statements in coordination with consultants and site teams.
  • Coordinate with procurement and contracts departments during subcontract award, scope clarification, and negotiations.
  • Manage technical and commercial correspondence with subcontractors.
  • Evaluate and recommend approval of subcontractor variations, claims, and time-impact submissions.
  • Support preparation, review, and closure of subcontractor final accounts.

Coordination & Reporting.

  • Coordinate closely with site, planning, procurement, and contracts teams to ensure alignment between execution, quantities, and cost.
  • Provide periodic reports on quantities, variations, subcontractor performance, and cost status to project management.
  • Ensure compliance with contract conditions, project specifications, and company procedures.

Job Requirements

  • Bachelor's degree in civil engineering.
  • Minimum 12 years of experience in construction projects, with strong exposure to quantity surveying and subcontractor management.
  • Proven experience handling multiple subcontractors in large or medium-scale projects.
  • Strong understanding of construction contracts (preferably FIDIC-based).
  • Experience working with consultants, contractors, and internal project teams.
