Responsibilities:
Government Tenders:
- Register and manage company profile on Etimad platform
- Monitor, apply, and submit government tenders
- Ensure compliance with Saudi government procurement regulations
Private Sector & Developers:
- Identify and pursue opportunities with private developers, real estate companies, and corporate clients
- Respond to RFQs (Request for Quotation) and RFPs (Request for Proposal) from private clients
- Build and maintain relationships with consultants, project managers, and developers to receive direct tender invitations
Estimation & BOQ:
- Prepare and price BOQ (Bills of Quantities) for general contracting, fit-out, and turnkey projects
- Collect and analyze vendor and subcontractor quotations and incorporate into BOQ
- Prepare competitive price offers and cost breakdowns for submission
Technical & Coordination:
- Attend technical meetings with government clients, private developers, and consultants to discuss project scope and BOQ details
- Coordinate with internal technical teams to ensure accurate and complete tender submissions
- Track submitted tenders and follow up on results and feedback
Prequalification:
- Prepare and submit prequalification documents (PQ) to government entities and private developers
- Maintain and update the company's prequalification portfolio including project references, certifications, and financial documents
Subcontractors & Vendors:
- Build and maintain a database of approved vendors and subcontractors
- Evaluate and compare vendor quotations to ensure best value and quality
Reporting & Market Intelligence:
- Maintain a tender tracker logging all submitted bids, deadlines, results, and win/loss analysis
- Report directly to management on tender pipeline and market opportunities
- Monitor the KSA construction market for upcoming projects aligned with company specializations
- Track competitor positioning to improve bid competitiveness
Requirements:
Experience:
- 3–5 years experience in tendering within the KSA construction market
- Hands-on experience with Etimad platform — mandatory
- Proven experience dealing with both government entities and private developers
- Prior experience tendering for general contracting, subcontracting, and fit-out projects strongly preferred
- Strong BOQ preparation skills in Excel or estimation software
Personal Skills:
- Strong negotiation and communication skills with clients and vendors
- Ability to manage multiple tenders simultaneously under tight deadlines
- Detail-oriented with high accuracy in pricing and documentation
- Proactive and self-driven — able to build the tendering function as the company grows in KSA
- Comfortable working in a startup and growth-phase environment, contributing to building company processes and presence in the Saudi market from the ground up
