Job Description

Section I: Job Purpose

The role holder is responsible for leading and executing the full pre-contract procurement lifecycle for major real estate and infrastructure developments, ensuring optimal value, effective risk mitigation, and full compliance. This includes end-to-end ownership of the tender process, from strategic planning and consultant appointments to final contract award, across a diverse portfolio including Master Planning, Residential, Commercial, and Hospitality projects. The role requires a high degree of autonomy, maintaining transparency, value for money, and strict adherence to governance standards.

Section II: Key Responsibilities

Pre-Contract Procurement & Tendering (End to End Ownership)

  • Lead the end-to-end preparation and management of RFPs, RFQs, and ITTs in close coordination with Engineering, Commercial, Legal, and Project Management teams.
  • Develop comprehensive scopes of work, technical schedules, and robust tender documentation across multiple asset classes, including Master Planning, Residential, Commercial, and Hospitality projects.
  • Drive consultant, contractor, and supplier prequalification and due diligence processes, ensuring compliance with organizational standards and project requirements.
  • Manage the full tender lifecycle, including issuance, clarifications, evaluations, award recommendations, timelines, submissions, and bidder communications, ensuring fairness, transparency, and alignment with project objectives.
  • Apply cost benchmarking, market intelligence, and value engineering to optimize procurement outcomes, strengthen negotiation strategies, and identify pricing trends and sourcing opportunities.
  • Lead commercial negotiations to secure optimal commercial terms, competitive pricing, and effective risk mitigation, while supporting senior stakeholders with negotiation strategies and supplier contract reviews.
  • Evaluate bids using predefined criteria and scoring matrices to ensure objective decision-making aligned with project and commercial goals.
  • Support category management initiatives by identifying opportunities for cost savings, supplier consolidation, and innovation.
  • Identify and address procurement process inefficiencies to improve cycle time, governance, and stakeholder satisfaction.
  • Integrate sustainability and ESG considerations into procurement decisions, particularly for infrastructure and large-scale developments.
  • Collaborate with suppliers to promote sustainable practices and ensure compliance with environmental and social standards.
  • Ensure all agreements, evaluation summaries, and contract documentation are accurately documented, securely stored, and communicated to stakeholders to maintain audit readiness.

Governance & Compliance

  • Ensure strict compliance with procurement policies, CIPS and RICS standards, and internal governance requirements, maintaining continuous audit readiness.
  • Manage all procurement documentation and approval workflows through the Oracle Fusion system.

Stakeholder Coordination

  • Serve as the primary point of contact for all tender-related activities, coordinating with Design, Project Management, Finance, Legal, and Executive Management teams.
  • Prepare and present senior management reports and procurement dashboards, offering strategic insights into tender status and commercial performance.

People Management

  • Provide leadership within the function by establishing individual goals, overseeing performance management, cultivating team growth, delivering both formal and informal feedback, and conducting performance and talent evaluations.
  • Build and promote an organization culture that encourages innovation and reward performance that leads to enhanced staff motivation and retention.

Section III: Qualifications, Experience & Skills

Minimum Qualification:

  • Bachelor's degree in Engineering or in Quantity Surveying.
  • Membership or progress toward MCIPS & MRICS (Chartered Institute of Procurement & Supply) is desirable.

Experience:

  • 10 to 12 years of experience in procurement, tendering, and pre-contract management preferably within a major real estate developer or tier-1 PMC/Cost consultant in UAE.
  • Proven track record of end-to-end ownership of the complete tender management cycle for large-scale, complex developments, including Master Planning, Residential, Commercial, and Hospitality projects.
  • Minimum of 5 years experience in a lead capacity, demonstrating the ability to independently manage multi-million AED procurement portfolios and complex negotiations.
  • Exposure to procurement and tender processes, including supplier coordination, documentation management, and basic contract review.
  • Experience collaborating with cross-functional teams such as Technical, Finance, Legal, and Project Management to support tender preparation, evaluation, and execution.
  • Familiarity with procurement practices and governance standards in large-scale projects is an advantage.

Skills:

  • In-depth knowledge of procurement regulations, FIDIC contracts, and project delivery models, especially in construction and real estate sectors.
  • Proven ability to lead RFP development, including drafting tender documents, coordinating bid submissions, and ensuring compliance with procurement policies.
  • Strong experience in supplier due diligence, assessing capabilities, compliance, and risk factors.
  • Solid understanding of contract terms and supplier relationship management.
  • Proficient in evaluating supplier bids across technical, commercial, and financial dimensions.
  • Awareness of procurement risks with the ability to identify, report, and mitigate issues.
  • Effective collaboration within cross-functional teams to meet project deadlines and procurement objectives.
  • Skilled in negotiation and contract finalization processes.
  • High attention to detail in documentation, bid evaluation, and compliance tracking.
  • Strong communication and stakeholder engagement skills.
  • Proficiency in procurement software/tools such as Oracle Fusion Procurement or SAP.
  • Ability to manage multiple procurement activities efficiently in a dynamic environment.
