Strategic Responsibilities :
Support the development and implementation of procurement strategies aligned with project timelines, budgets, and delivery objectives.
Act as a commercial control point to ensure procurement readiness prior to tendering.
Identify procurement and contractual risks early and propose mitigation strategies.
Contribute to enhancing procurement and contract management frameworks and processes.
Core Responsibilities :
Lead the preparation and review of RFPs, RFQs, and tender documentation in coordination with internal stakeholders and consultants.
Ensure completeness and alignment of scope of work, technical specifications, drawings, and deliverables.
Validate BoQs, quantities, cost assumptions, and technical interfaces to ensure tender readiness.
Develop and manage a qualified database of contractors, suppliers, and consultants across disciplines.
Conduct technical and commercial pre-qualification assessments (capability, capacity, financial strength, and compliance).
Review quantity surveying outputs, cost plans, and commercial assumptions for accuracy and consistency.
Support bid evaluation, including price analysis, clarifications, and value engineering.
Review draft contracts to ensure alignment between scope, pricing, risks, and project requirements.
Identify contractual gaps, risks, and ambiguities and recommend improvements prior to contract finalization.
Act as the main coordination point between Projects, Procurement, Contracts, Consultants, and Suppliers during pre-award stages
Address process gaps, inefficiencies, and misalignments across functions.
Support the development of procurement templates, standards, and best practices.
People Management Responsibilities :
No direct reports initially.
Provide functional guidance and advisory support to project teams, consultants, and procurement stakeholders.
Support capability building within the Projects and Procurement functions t
through knowledge sharing and process standardization.

Minimum Qualifications :
Bachelor's degree in Engineering, Quantity Surveying, Construction Management, or a related field Professional Certifications
MRICS, CIPS, PMP, or equivalent certifications in procurement, contracts, or project management Language Skills
Demonstrated proficiency in oral and written Arabic & English is essential EXPERIENCE Years of Experience :
A minimum of 8 years of relevant experience Nature of Experience
Strong experience within real estate development, construction, or infrastructure projects
Hands-on involvement in:
Tendering and procurement cycles
Contractor and supplier management
Quantity surveying and cost control
Contract drafting, review, and administration
Experience in cross-functional coordination between projects, procurement, and contracts
Demonstrated ability to manage complex commercial and technical interfaces
