Job Description
We are seeking a highly skilled and strategic
Senior Consultant in Public Policy to lead and support the development, evaluation, and implementation of public policy initiatives across priority sectors. The ideal candidate brings a strong background in evidence-based policy development, stakeholder engagement, and policy impact assessment, with the ability to translate complex issues into actionable, high-quality recommendations.
Key Responsibilities
Policy Advisory & Design
- Lead the design and development of public policy solutions that align with national priorities and sectoral strategies.
- Provide high-level policy advisory support to government entities, institutions, and strategic partners.
- Synthesize research, best practices, and stakeholder input to inform policy recommendations.
Policy Analysis & Research
- Conduct comprehensive policy analysis, regulatory reviews, and socioeconomic impact assessments.
- Oversee the production of policy briefs, white papers, and technical reports.
- Apply quantitative and qualitative research methodologies to inform decisions.
Stakeholder Engagement
- Facilitate consultation workshops, focus groups, and bilateral meetings with key stakeholders (government, private sector, civil society).
- Build and manage relationships with policy influencers, regulatory bodies, and international organizations.
- Ensure alignment across multi-stakeholder interests and coordinate policy consensus-building efforts.
Implementation & Monitoring
- Develop actionable policy implementation plans with defined KPIs and milestones.
- Support policy rollout, change management, and capacity-building initiatives.
- Monitor and evaluate policy outcomes, and provide recommendations for adaptation or scaling.
Strategic Contributions
- Contribute to the development of public policy practice frameworks, methodologies, and strategic thought leadership.
- Mentor junior consultants and support proposal development, business growth, and strategic planning within the unit.
Preferred Experience
- Experience advising senior government officials or high-level decision-makers.
- Exposure to policy areas such as labor markets, education, digital transformation, health, or climate.
- Experience with international organizations, development agencies, or think tanks is a plus.
Job Requirements
- Bachelor&aposs degree (or higher) in Public Policy, Economics, Political Science, Public Administration, or a related field.
- 6+ years of relevant experience in public policy, strategy consulting, government affairs, or regulatory advisory.
- Demonstrated success in leading complex, multi-stakeholder policy projects.
- Strong analytical, writing, and communication skills, with fluency in English and Arabic.
- Deep understanding of policymaking processes, regulatory environments, and governance structures.
