1. Educational Qualifications
- Bachelor's Degree (BE/B.Tech) in:
- Electrical Engineering
- Instrumentation & Control Engineering
OR
- Diploma in Electrical & Instrumentation / Instrumentation & Control Engineering with strong relevant industry experience.
2. Experience Requirements
- Minimum 8 years of relevant experience in Oil & Gas construction companies.
- Proven experience working as an Estimation Engineer (E&I).
- Experience in both onshore and offshore Oil & Gas projects.
- Familiarity with UAE Oil & Gas market standards and practices preferred.
- Experience working with EPC contractors is an advantage.
3. Job Purpose
To prepare accurate, competitive, and execution-oriented cost estimates for Electrical & Instrumentation (E&I) works in Oil & Gas construction projects (onshore & offshore), ensuring timely submission of technically compliant and commercially sound bids.
4. Key Responsibilities
A. Tender Review & Bid Management
- Review enquiry and tender documents received from clients to ensure completeness.
- Analyze scope of work, specifications, drawings, and commercial terms.
- Identify scope gaps, inconsistencies, and risks.
- Raise timely technical and commercial clarifications.
- Participate in bid initiation meetings, review meetings, and tender strategy discussions.
- Assist in developing bid strategies aligned with company objectives.
B. Scope Analysis & Quantity Take-Off
- Study and interpret:
- P&IDs
- Isometric drawings
- General Arrangement (GA) drawings
- Electrical Single Line Diagrams (SLDs)
- Instrument Hook-up drawings
- Cable routing layouts
- Develop detailed Material Take-Offs (MTOs).
- Perform bulk quantity assessments.
- Verify quantities against tender BOQ and drawings.
- Ensure complete coverage of scope before pricing.
C. Cost Estimation & Man-Hour Calculation
Prepare detailed cost estimates for:
1. Electrical & Instrumentation Works (Onshore & Offshore)
- Cable laying (tray, conduit, underground)
- Cable termination & glanding
- Instrument installation and calibration
- Panel installation
- Earthing and lightning protection
- Testing & commissioning support
- Offshore installation considerations (access, logistics, productivity factors)
D. Vendor & Subcontractor Coordination
- Obtain and evaluate quotations from vendors and subcontractors.
- Perform technical and commercial comparison.
- Ensure compliance with project specifications.
- Coordinate with internal departments (Engineering, Procurement, Planning, Construction) for inputs.
E. Proposal Preparation & Submission
- Prepare detailed cost estimation sheets.
- Compile technical and commercial proposals as per tender requirements.
- Develop:
- Cost summary sheets
- Manpower histograms
- Equipment deployment plans
- Commercial bid breakdown
- Ensure timely submission of bids.
- Support post-bid clarifications and negotiations.
5. Software & Technical Skills
- Strong proficiency in Microsoft Excel:
- Quantity take-offs
- Costing models
- Budget analysis
- Man-hour calculations
- Rate build-ups
- Familiarity with ERP systems and planning tools is an advantage.
6. Required Competencies
