Role: Expert – Organizational Design & Workforce Planning
Accountabilities
- Lead end‑to‑end organizational design initiatives across complex, asset‑intensive environments, covering structure, layers, spans of control, and governance
- Design and implement fit‑for‑purpose organizational structures and target operating models aligned to strategy, scale, and service complexity
- Define and validate workloads, capacity, and staffing requirements using scientific and data‑driven methods such as activity analysis, demand modelling, and productivity norms
- Translate business strategy and growth plans into practical workforce plans, including headcount sizing, phasing, and capability mix
- Establish clear functional descriptions, job descriptions, accountability frameworks, and defined decision‑making authorities to support organizational clarity and effective governance
- Assess current organizational and workforce effectiveness, identify structural inefficiencies, and recommend improvement opportunities
- Support implementation and transition of approved structures, ensuring alignment, adoption, and sustainability
- Act as a trusted subject‑matter expert, able to operate effectively in ambiguous environments and deliver clear, defensible recommendations
- Produce high‑quality, executive‑ready outputs suitable for senior leadership and Board‑level review.
Skills & Experience Required
- Proven hands‑on experience designing and implementing organizational structures (not advisory only) in large, complex organizations
- Deep expertise in organizational design, workforce planning, and workload/capacity modelling methodologies
- Demonstrated ability to apply quantitative, scientific approaches to staffing, productivity, and role sizing
- Strong experience working in ambiguous, fast‑evolving environments with minimal supervision
- Ability to convert conceptual designs into practical, implementable solutions
- Excellent stakeholder engagement skills, with confidence working with senior leaders
- Strong analytical, structured thinking, and problem‑solving capabilities
- Ability to communicate complex topics in clear, concise, executive‑level language
- Experience in public sector, transport, infrastructure, or asset‑intensive environments is a strong advantage.
