This role requires a detail-oriented finance professional with strong regional expertise, the ability to manage multi-country compliance, and the capability to collaborate with both local and international stakeholdersincluding our headquarters in China.
Position Overview
The Financial Manager will oversee financial operations, tax compliance, financial reporting, and project financial management for Goldwind Arabia and other Arabic-speaking countries in the CAMENA region. The role requires deep knowledge of Saudi Arabian financial and tax regulations, strong analytical skills, and experience working with third-party accounting firms, auditors, and multinational teams.
The ideal candidate will be fluent in English, experienced in regional compliance, and comfortable working closely with Chinese headquarters. Chinese-speaking candidates with experience in Chinese-invested companies are highly preferred.
Key Responsibilities
Financial & Tax Compliance
- Ensure full compliance with Saudi Arabian financial and tax laws and regulations.
- Manage third-party accounting firms handling accounting, tax filings, and annual compliance activities (including AGMs).
- Support financial operations in UAE, Oman, and other Arabic-speaking CAMENA countries.
- Collaborate with tax agents and the headquarters tax team to address tax compliance, audits, and transfer pricing requirements.
- Conduct tax analysis on daily operations and provide tax optimization recommendations.
Financial Reporting & Analysis
- Ensure financial statements are accurate, timely, and aligned with regulatory and internal standards.
- Conduct regular financial performance analysis in coordination with headquarters in China.
- Operate the headquarters financial software and support automation and digitalization initiatives.
Compliance, Audit & Risk Management
- Establish financial process standards, guidelines, and compliance frameworks for regional operations.
- Review contracts, budgets, payment requests, and expense reimbursements to ensure compliance with local tax laws and internal regulations.
- Coordinate audit activities, tax inspections, and external audits with auditors and authorities.
- Ensure compliance across all regional entities under operation.
Project Financial Management
- Provide end-to-end financial support throughout the project lifecycle.
- Track project execution, monitor costs, and enforce risk mitigation measures.
- Ensure accurate project financial tracking and contribute to project profitability.
Cross-functional Collaboration
- Maintain strong communication with internal teams such as legal, project management, and supply chain.
- Provide financial guidance to support daily operations and business decisions.
- Assist leadership with special assignments; may support financial and tax matters in other CAMENA countries as the business expands.
Qualifications & Requirements
- Strong knowledge of Saudi Arabian financial, tax, and regulatory frameworks.
- 58 years of finance, accounting, or tax experience in multinational or regional roles.
- Experience with third-party accounting firms; prior work with Big Four, Chinese enterprises, or multinational companies is highly preferred.
- Proficiency in English; Chinese language ability is a strong advantage.
- Strong command of financial systems and ERP tools.
- Excellent analytical, compliance, and communication skills.
- Willingness to travel within the CAMENA region when required.
- Preference for candidates with experience in Chinese-invested companies or familiarity with Chinese financial regulations.
- Saudi nationality is required.
