Job Description

Purpose:

To establish, and implement proactive safety culture at the work site with timely advice to

stakeholders on safe system of work practices thus develop a culture of prevention at

various levels of safety management system.

Accountability:

  • To ensure all works are executed in compliance with applicable authority guidelines
  • and requirements.
  • To ensure timely closure of authority findings and observations to prevent penalties
  • and non-compliance.
  • To manage the safety team and develop a proactive safety management system
  • To review and update the HSE plan, Risk register and communicate changes
  • To report the HSE performance to the HSE Manager
  • To report near misses, investigate accidents and review NCR for corrective action
  • To authorize permit to work and supervise the work against applicable requirements
  • Update the documentation requirements to comply with ISO 14001:2015 and
  • 45001:2018 requirements
  • To update legal register as per the legislative changes

Responsibilities:

  • Liaison with authorities, consultants and clients to ensure our works are carried out in
  • compliance with the authority requirements (DEWA, RTA, DM etc.)
  • Submission of periodical reports / updates to the authorities as well as on time
  • closure of findings (if any) with supporting evidences.
  • Preparation of task / activity specific Risk Assessments.
  • Monitor statutory compliance by carrying out regular inspections and advising /
  • supporting the team to ensure authority compliance.
  • Ensure Monthly HSE reports are prepared and circulated HSE Manager.
  • Report immediately to the line/senior management any serious safety breaches that
  • place workers in life threatening situations.
  • Ensuring environmental concern norms are followed by all employees at the site
  • Develop procedures for high-risk activities and brief management on their
  • responsibilities under these procedures. Inspect / audit these procedures regularly
  • and report any non-compliance to the management.
  • Ensure that an accident investigation reporting procedure to the senior management
  • in line with related requirements.
  • Ensure periodical mock drills are conducted as per the plan.
  • Advise on the requirements for site welfare and carry out random inspections of the
  • facilities, reporting any concerns for rectification.
  • Deeply involve and advise management about workers consultation and participation outcomes.

Mandatory Requirements:

  • Should hold a Bachelor's Degree or Diploma in Civil Engineering.
  • Should hold a NEBOSH Certification.
  • Must have experience in handling Infrastructure / Road Projects (RTA) in Dubai for a minimum of 3 - 4 yrs.
  • Should be aware of ROW and Road Traffic Diversions.
  • Must hold a valid UAE Drivers License.
