Job Description
James L Williams Middle East is seeking an experienced and proactive HSE Officer to join our HSE team and support the implementation of Health, Safety & Environmental requirements across our construction projects.
This role is responsible for monitoring site HSE activities, conducting inspections and safety briefings, supporting incident investigations, and ensuring project activities comply with established HSE standards and project requirements.

Key Responsibilities
- Coordinate and monitor Health, Safety & Environmental activities across assigned project sites.
- Prepare and deliver project HSE inductions and daily safety briefings.
- Conduct daily site HSE inspections, identify unsafe conditions and practices, and follow up on corrective actions.
- Review HSE documentation, including Method Statements, work permit procedures, and safety equipment requirements, to ensure compliance with established standards.
- Support the preparation and implementation of project-specific HSE procedures and plans.
- Ensure regular Toolbox Talks (TBTs) are conducted and promote a positive HSE culture across project teams.
- Monitor subcontractor HSE performance and compliance with approved Safe Work Method Statements (SWMS).
- Monitor hazardous substances and dangerous goods storage requirements and ensure relevant MSDS documentation is maintained.
- Investigate accidents and near misses, recommend corrective actions, and monitor their implementation and effectiveness to prevent recurrence.
- Support Safety Inspectors and site teams in the effective implementation of project HSE requirements.
- Monitor HSE requirements during testing and commissioning activities and conduct periodic store inspections.
- Diploma in Health & Safety with a minimum of 5 years experience in the construction industry; Data Centre & MEP experience is desirable.
- NEBOSH IGC 1, 2 & 3.
- Qualified First Aider.
- Qualified Scaffolding Inspector.
- Ability to conduct safety audits and site inspections on construction projects.
- Ability to deliver safety inductions, presentations, and site-specific Fire Fighting training.
- Strong communication and interpersonal skills.
- Good organisational skills with the ability to establish priorities and support the implementation of HSE procedures
