Job Description

The Leasing Manager is responsible for the full lifecycle management of all leases across the Group in Dubai and other Emirates. This includes commercial, retail, residential, accommodations, industrial, and land leases. He/she is responsible for the strategic sourcing, administration, compliance, and management of all leased properties, with a strong emphasis on labour camps and workforce accommodation. The role ensures that all lease agreements are negotiated, executed, renewed, updated, and registered in compliance with UAE laws and regulatory requirements (Ejari, RERA, Sharjah Municipality, Abu Dhabi TAMM, MOL/ICA requirements etc.) This is for internal properties only.

Key Duties and Responsibilities:

  • Property Sourcing & Leasing Strategy
  • Identify, evaluate, and secure leased properties for:
  • Labour camps / workforce accommodation
  • Offices, warehouses, yards, and support facilities
  • Lead market assessments, location studies, and landlord negotiations
  • Manage lease renewals, re-negotiations, expansions, exits, and consolidations
  • Maintain a centralized lease register with critical dates, clauses, and obligations
  • Labour Camp & Accommodation Management (Core Focus)
  • Oversee end-to-end management of labour camps and staff accommodation
  • Ensure compliance with:
  • UAE Labour Law
  • Ministry of Human Resources & Emiratization (MOHRE)
  • Dubai Municipality / Abu Dhabi DMT / relevant emirate authorities
  • Civil Defense, Fire & Life Safety Codes
  • Ensure adherence to occupancy density, room standards, hygiene, and welfare requirements
  • Coordinate camp inspections, audits, and rectification actions
  • Work closely with HSE, HR, and Operations on workforce welfare standards

  • Regulatory Compliance & Governance
  • Ensure full compliance with:
  • Municipality regulations
  • Civil Defense approvals and renewals
  • Ejari / Tawtheeq / Tawathi / equivalent registration systems
  • Camp licensing and classification requirements
  • Manage authority inspections and resolve non-compliance notices
  • Handle lease registrations, cancellations, and amendments in all Emirates, including:
  • Sharjah Municipality
  • Abu Dhabi TAMM
  • Ajman Municipality
  • RAK Municipality
  • UAQ Municipality
  • Stay updated on UAE tenancy laws, rental index changes, and local regulatory updates.
  • Maintain up-to-date knowledge of UAE property, labour accommodation, and safety regulations

Qualifications

  • Bachelor's degree in Property Management, Real Estate, Engineering, Facilities Management, or related field
  • 10–15 years experience in property or facilities management within the UAE
  • Fluent in Arabic language
  • Strong experience managing labour camps / workforce accommodation (mandatory)
  • Proven experience managing leased portfolios (no owned assets)
