Role Summary
The Senior Civil Projects Manager will be responsible for leading and delivering large-scale substation and power infrastructure projects, with full accountability for civil works execution, planning, cost control, quality, HSE, and stakeholder coordination. The role requires deep expertise in utility-scale substations and hands-on experience working under DEWA, ADWEA, TAQA, and associated consultant specifications and approval processes.
Key Responsibilities
Project Leadership & Delivery
- Lead end-to-end delivery of civil works for HV/EHV substation projects, including greenfield and brownfield developments
- Manage multiple projects simultaneously, ensuring completion on time, within budget, and to approved quality standards
- Oversee construction methodologies for foundations, control buildings, cable trenches, duct banks, roadworks, drainage, and boundary works.
Utility & Authority Coordination
- Act as the key interface with DEWA, ADWEA/TAQA, consultants, and third-party inspectors
- Ensure full compliance with utility standards, specifications, and approval procedures
- Manage design reviews, material approvals, inspections, and completion certifications.
Planning, Cost & Risk Management
- Review and approve project schedules, resource plans, and construction sequences
- Monitor budgets, variations, claims, and subcontractor performance
- Identify project risks and implement mitigation strategies proactively.
Technical & Quality Oversight
- Ensure all civil activities comply with approved drawings, specifications, and international standards
- Lead quality audits, NCR resolution, and corrective/preventive actions
- Coordinate closely with electrical, MEP, and testing & commissioning teams.
HSE & Compliance
- Enforce strict HSE compliance in line with utility and regulatory requirements
- Promote a strong safety culture on-site, conducting safety reviews and toolbox talks.
Team & Stakeholder Management
- Manage project managers, site engineers, construction supervisors, and subcontractors
- Provide mentorship and technical guidance to junior staff
- Maintain strong communication with clients, consultants, and internal leadership.
Qualifications & Experience
Education
- Bachelor's Degree in Civil Engineering (Master's degree preferred)
Experience
- 15+ years of total experience in civil construction projects
- 8–10+ years in a senior management role delivering HV/EHV substation projects
- Proven experience working with:
- DEWA (Dubai Electricity & Water Authority)
- ADWEA / TAQA (Abu Dhabi Transmission & Distribution / TAQA Group)
- Strong background in region is preferred.
