The Program Manager is responsible for overseeing a cluster of related projects aimed at achieving Takamol's strategic objectivesspecifically those related to labor market enablement, digital transformation, and socio-economic empowerment. This role involves balancing high-level strategy with operational oversight, ensuring that multiple project workstreams align to deliver cohesive benefits to the Kingdom's citizens and businesses.

Key Responsibilities

  • Strategic Alignment: Translate Takamol's vision of socio-economic transformation into actionable program roadmaps. Ensure every project within the program contributes to the company's long-term goals.
  • Stakeholder Management: Act as the primary liaison between Takamol and key external stakeholders, including government entities and private sector partners.
  • Governance & Methodology: Establish and maintain program governance frameworks. Apply best practices from PMBOK or Agile to ensure consistency across all project workstreams.
  • Resource & Budget Oversight: Manage the consolidated program budget and allocate resources (human and technical) efficiently across sub-projects to prevent bottlenecks.
  • Risk Mitigation: Identify cross-project dependencies and risks. Develop contingency plans to address potential legislative, technical, or financial hurdles.
  • Performance Reporting: Define KPIs for program success and provide high-level visibility to executive leadership through regular status reports and dashboards.
  • Change Management: Lead the transition of program deliverables into business as usual, ensuring that new government services or digital products are effectively adopted by the public or target beneficiaries.

Job Requirements

Qualifications & Experience

  • Education: Bachelor's or Master's degree in Business Administration, Engineering, Information Technology, or a related field.
  • Experience: 710 years of experience in project/program management, preferably within the Saudi public sector, semi-government entities, or top-tier management consulting.
  • Certifications: PMP (Project Management Professional) or PgMP (Program Management Professional) is highly preferred.
  • Technical Skills: * Proficiency in project management software (MS Project, Jira, or Oracle Primavera).
    • Deep understanding of the Saudi Labor Law and Vision 2030 strategic objectives.
  • Soft Skills: Exceptional negotiation and influencing without authority skills, bilingual fluency (Arabic and English), and a high degree of emotional intelligence.
