Job Description

Role: Cost Engineer / Quantity Surveyor (General Contractor)

Location: On-site, Abu Dhabi

Must have experience in Abu Dhabi

The Cost Engineer/Quantity Surveyor plays a key role in forming, maintaining, and analyzing the project budget, verifying financial accuracy of works executed by subcontractors, and ensuring effective coordination with the Finance and Accounting Departments for cost reporting and control.

Key Responsibilities:

  • Prepare preliminary and detailed cost estimates for construction, design, supply, subcontracting, and commissioning works within the scope of the General Contractor.
  • Develop, structure, and maintain the overall project budget, including breakdown by work packages, subcontractors, and materials; monitor execution and cash flow throughout the project lifecycle.
  • Prepare and verify Bills of Quantities (BOQ) based on approved design documentation, ensuring alignment with project specifications and actual site quantities.
  • Collect and analyze quotations and commercial proposals from subcontractors and suppliers; participate in tender evaluation, technical and commercial comparison, and negotiation of final rates.
  • Prepare bid comparison sheets (comparative analysis) and support management in the selection and award of subcontractors, ensuring transparency and compliance with company procedures.
  • Verify interim payment certificates (IPCs) and other equivalent UAE forms; confirm actual executed quantities and approved rates for subcontractor payments.
  • Record, track, and analyze Change Orders and Variation Orders; maintain a consolidated register of all approved and pending changes, reflecting their cost and schedule impact.
  • Ensure all Change Orders and Variations are correctly reflected in summary tables, cost control sheets, and management reports.
  • Evaluate and validate Change Orders and Variations, including their financial impact on the project budget; issue updated cost reports reflecting approved changes.
  • Monitor and report budget deviations (cost overruns or savings), analyze root causes, and develop corrective and preventive measures.
  • Prepare and submit regular cost reports, cash flow forecasts, and cost-to-complete analyses for internal management and the Client.
  • Coordinate continuously with Finance, Accounting, and Procurement Departments to ensure cost data accuracy, alignment of budgets with financial systems, and timely processing of payments and invoices.
  • Support the Construction, Design, and Contracts teams with cost verification, BOQ validation, and maintain a unified methodology for cost calculation across all project stages.
  • Participate in internal and external tendering procedures, preparation of tender packages, and assessment of bids for subcontractors and suppliers.
  • Ensure compliance with company policies, UAE regulations, and contractual procedures regarding financial control, documentation, and approvals.

Qualifications:

  • Bachelor's Degree in Civil Engineering, Construction Economics, Quantity Surveying, or Project Management from an accredited university.
  • Minimum 47 years of experience in a similar position, preferably within a General Contracting or EPC company on industrial or large-scale infrastructure projects.
  • Strong knowledge of cost estimation methodologies, BOQ preparation, unit rates, and productivity norms specific to contracting environments.
  • Experience in tendering and procurement processes, contract evaluation, and administration (including FIDIC-based contracts).
