Job Description

Parsons is looking for a highly experienced Senior Construction Director to join their team! The Senior Construction Director will play a pivotal leadership role in the delivery of one of the world's largest and most complex urban developments. Operating at true mega-project scale, this role is responsible for overseeing the construction of major infrastructure networks, high-quality public realm, and iconic Tier 1 architectural assets.

The position requires strategic oversight of multiple PMCM consultants and contractors, ensuring alignment with the client's vision, program objectives, and world-class quality expectations. The role will act as a key interface between the client, delivery partners, and senior stakeholders, driving performance across technical, commercial, and operational functions to ensure successful project execution.

What You'll Be Doing;

  • Provide executive-level leadership for construction delivery across multiple zones/packages within the program.
  • Oversee the performance of PMCM consultants and contractors, ensuring adherence to schedule, budget, quality, and safety objectives.
  • Drive integrated delivery across infrastructure, public realm, and complex building assets.
  • Ensure alignment of construction activities with the approved masterplan, phasing strategy, and operational requirements.
  • Act as a primary point of contact for the client on all construction-related matters.
  • Lead high-level coordination with client representatives, government authorities, and key stakeholders.
  • Provide clear, accurate, and timely reporting on project status, risks, and mitigation strategies.
  • Support executive decision-making through strategic advice and data-driven insights.
  • Manage and direct PMCM consultants, ensuring effective delivery of construction management services.
  • Challenge and guide PMCMs on technical, sequencing, constructability, and risk-related matters.
  • Ensure consistency in standards, processes, and reporting across all delivery partners.
  • Lead resolution of complex technical and coordination issues across multiple disciplines.
  • Monitor and drive progress against program milestones, proactively addressing delays and constraints.
  • Identify and manage key project risks, implementing mitigation and recovery strategies where required.
  • Oversee construction sequencing and logistics planning at a program-wide level.
  • Support commercial teams in managing contractor performance, variations, and claims.
  • Ensure construction delivery aligns with contractual obligations and procurement strategies.
  • Contribute to dispute avoidance and resolution strategies.
  • Lead, mentor, and develop a high-performing, multidisciplinary construction team.
  • Foster a culture of collaboration, accountability, and excellence.
  • Ensure appropriate resource planning and capability within the team.
  • Champion best-in-class HSE standards and ensure compliance across all works.
  • Drive quality assurance and control processes to deliver world-class assets.
  • Support sustainability objectives in line with project and national goals.

What Required Skills You'll Bring;


  • Bachelor's degree in Civil Engineering, Construction Management, or a related field (Master's degree preferred).
  • Minimum of 20+ years of experience in construction delivery, with at least 10 years in senior leadership roles on large-scale or mega projects.
  • Proven track record in delivering complex infrastructure, public realm, and high-profile architectural developments (Tier 1 or landmark assets).
  • Extensive experience managing PMCM consultants and Tier 1 contractors in a client-facing role.
  • Strong knowledge of international construction standards, contract forms (e.g., FIDIC), and delivery models.
  • Demonstrated ability to manage large, multidisciplinary teams and multiple stakeholders.
  • Experience in the Middle East, particularly in KSA giga-projects, is highly desirable.
  • Professional certifications (e.g., PMP, MRICS, PE) are advantageous.
