Job Brief:

We are seeking an experienced Chief Financial Officer (CFO) to oversee all financial operations of a diversified construction and industrial group.

The role is responsible for ensuring financial stability, profitability, regulatory compliance, and strategic growth. The CFO will partner closely with the CEO, project management teams, operations leaders, and external stakeholders to manage capital-intensive projects, financial risks, and long-term financial planning.

This is a senior executive leadership role based in Dubai, with responsibility for group-wide financial governance and performance.

Board of Directors & Chairman

Purpose:Strategy approval, risk oversight, and fiduciary accountability

CFO Focus:

  • Provide accurate financial reporting, forecasts, and risk insights
  • Ensure statutory compliance and governance standards
  • Advise on capital allocation, dividends, and major investments
  • Support Board-level risk and audit committees

Group Executive Leadership (COO, CHRO, Commercial Director, Industrial/Factory Heads)

Purpose:Operational execution, financial control, people, and safety governance

CFO Focus:

  • Align operational plans with financial strategy and budgets
  • Drive cost discipline and working capital optimization
  • Support compliance, people, and safety outcomes
  • Provide financial insights for operational decisions

Subsidiary General Managers & Country Heads

Purpose:Project delivery, compliance, and P&L performance

CFO Focus:

  • Ensure financial reporting accuracy
  • Monitor P&L and cash flow
  • Maintain internal controls
  • Support project performance

Major Clients (Government, Semi-Government, EPC Contractors, Event Authorities)

Purpose:Contractual risk and service continuity

CFO Focus:

  • Manage contract financial terms
  • Ensure sustainable project economics
  • Oversee claims and disputes
  • Protect revenue and reputation

Regulatory & Licensing Authorities

Purpose:Statutory compliance

CFO Focus:

  • Ensure regulatory reporting compliance

Insurance Providers & Brokers

Purpose:Risk coverage and asset protection

Job Responsibilities:

Financial Strategy & Leadership

  • Develop and execute financial strategies aligned with growth and project pipelines.
  • Advise leadership on financial performance, risks, and opportunities.
  • Lead budgeting, forecasting, and financial planning across divisions.
  • Support mergers, acquisitions, joint ventures, and expansions.

Governance, Audit & Board Interface

  • Act as principal financial advisor to the Board and Chairman.
  • Prepare Board packs, dashboards, and investment papers.
  • Lead Audit and Risk Committee matters.
  • Own and maintain the Group risk register.
  • Ensure compliance with IFRS, VAT, corporate tax, and local regulations.
  • Establish financial policies across subsidiaries.

Project & Operational Finance

  • Oversee job costing, project profitability, and WIP reporting.
  • Monitor cash flow, retainage, and billing cycles.
  • Track change orders, claims, and cost overruns.
  • Partner with project managers to improve margins.

Accounting & Compliance

  • Ensure compliance with GAAP and tax regulations.
  • Oversee financial closing processes.
  • Manage audits, bonding, and lender reporting.
  • Maintain internal controls and risk frameworks.

Cash Flow, Capital & Risk Management

  • Manage working capital, credit facilities, and insurance programs.
  • Oversee banking relationships and financing negotiations.
  • Assess and mitigate project and market risks.
  • Design optimal capital structures.
  • Lead investor and lender negotiations.
  • Develop long-term funding roadmaps.
  • Structure and manage:
  • Project finance
  • Factory CAPEX funding
  • Regional expansions
  • Joint venture frameworks

Team Leadership & Systems

  • Lead finance, accounting, and payroll teams.
  • Oversee ERP and project accounting systems.
  • Improve reporting efficiency and controls.
  • Govern financial data architecture.
  • Ensure ERP integration across projects, factories, procurement, payroll, and inventory.
  • Lead finance digital transformation initiatives.
  • Establish a single source of truth for performance reporting.

Key Performance Indicators (KPIs):

The CFO will be evaluated on:

  • Working capital cycle (DSO, DPO, Inventory Days)

Job Requirements:

Education & Experience

  • Bachelor's degree in Finance, Accounting, or related field (MBA or CPA preferred).
  • Minimum 10 years of progressive financial leadership experience.
  • Strong background in construction, industrial, engineering, or manufacturing environments.

Technical Skills

  • Expertise in construction accounting and WIP reporting.
  • Experience with bonding, retainage, and progress billing.
  • Advanced financial modeling and forecasting skills.
