Job Description

Job Summary

We are seeking an experienced and hands-on Head of Human Resources & Administrative to lead all HR, Administration, and Government Relations functions across our operations in Saudi Arabia. The successful candidate will possess strong operational HR expertise combined with in-depth knowledge of Saudi labor regulations and government platforms. This role requires an individual who has personally managed government portals, HR operations, workforce administration, and compliance, while leading cross-functional HR, Administration, and GRO teams.

Key Responsibilities

  • Personally manage all Government Relations activities through Qiwa, Muqeem, Absher, GOSI, and Mudad, ensuring compliance with Saudi labor regulations, handling government inspections, labor office and Jawazat cases, regulatory violations, and driving Saudization (Nitaqat) compliance.
  • Lead the full spectrum of Human Resources operations, including recruitment, onboarding, payroll, compensation & benefits, employee relations, performance management, disciplinary actions, succession planning, employee engagement, and offboarding.
  • Oversee workforce administration for both white- and blue-collar employees, including attendance, accommodation, transportation, labor camps, facilities management, workforce planning, and employee documentation for large-scale operations.
  • Drive HR transformation and operational excellence by enhancing HR policies, processes, automation, reporting, workforce planning, organizational culture, and initiatives that improve employee retention and operational efficiency.
  • Lead and develop the HR, Administration, and Government Relations teams, providing strategic direction, performance management, coaching, and ensuring effective service delivery while partnering closely with executive leadership.
  • Build and maintain strong relationships with government authorities, regulatory bodies, and internal stakeholders, ensuring timely resolution of compliance matters and aligning HR and administrative functions with business objectives.

Qualifications

  • Bachelor's degree or relevant experience
  • 5+ years experience in Human Resources
  • Strong recruiting and demonstrated ability to improve talent acquisition strategies
  • Demonstrated expertise training managers and employees
  • Strong organizational, critical thinking and communications skills
  • Attention to detail and good judgement
