Job Purpose: To lead and manage all aspects of Quality Assurance and Quality Control on-site, ensuring that construction works comply with design intent, project specifications, regulatory requirements, and contractual obligations. The QA/QC Engineer acts as the primary authority on quality within the supervision team, driving consistent standards, preventing defects, and safeguarding the successful delivery and handover of the project.
Responsibilities:
Quality Assurance (QA) – Systems and Procedures
- Establishes and implements the Project Quality Plan in line with the consultant's contract obligations.
- Reviews and approves the contractor's QA/QC plan, inspection & test plans (ITPs), and method statements.
- Ensures proper documentation procedures are in place, including WIRs (Work Inspection Requests), MIRs (Material Inspection Requests), NCRs (Non-Conformance Reports).
- Audits the contractor's quality management systems, identifying gaps and enforcing corrective measures.
Quality Control (QC) – Site Execution Monitoring
- Conducts and witnesses site inspections alongside discipline inspectors (architectural, structural, MEP, etc.) to verify compliance with drawings and specifications.
- Reviews and signs off inspection records before acceptance of works.
- Ensures that testing (materials, systems, commissioning) is properly scheduled, witnessed, and documented.
- Monitors storage, handling, and installation practices to prevent damage or non-conformance.
Coordination with Consultant & Client
- Works directly with the Resident Engineer / Site Lead to escalate quality concerns or systemic issues.
- Provides consolidated QA/QC reporting to the client, highlighting risks, recurring defects, and contractor performance.
- Participates in progress meetings to report on quality status and corrective action plans.
- Supports the Architect of Record (AOR) or Lead Consultant in authority compliance checks related to workmanship and materials.
Non-Conformance & Corrective Actions
- Leads the process for raising and tracking NCRs / site observations, ensuring timely closure by the contractor.
- Reviews root-cause analysis and verifies that corrective measures are effective and sustainable, not temporary fixes.
- Advises the consultant's senior team on whether unresolved quality issues warrant contractual notices or hold points.
Testing, Commissioning & Handover
- Ensures mock-ups, samples, and trial installations are reviewed against contract requirements.
- Oversees pre-commissioning and commissioning tests, ensuring results are recorded and compliant.
- Monitors preparation of as-built records, O&M manuals, warranties, ensuring quality close-out aligns with project handover.
Role Within the Lead Consultant Team
- Acts as the quality backbone across all site disciplines, enabling inspectors and site architects to align under consistent QA/QC processes.
- Provides training, mentoring, and procedural guidance to junior staff and inspectors to maintain uniform standards.
- Works in tandem with HSE managers to address overlaps in workmanship and safety.
- Functions as a catalyst for accountability: bridging the client's expectations, the consultant's supervision duties, and the contractor's deliverables.
Qualifications & Requirements:
- Degree in Engineering or Architecture.
- 10–15 years experience in QA/QC and construction supervision.
- Strong knowledge of construction standards, materials, and codes.
- Experience with QA/QC documentation: ITPs, WIRs, MIRs, NCRs.
- Preferred certifications: ISO 9001 -Quality Management System, Lead Auditor, ASQ CQA, or equivalent.
- Familiarity with commissioning, testing, and project handover.
