Job Purpose:
Managing projects undertaken by the department by establishing and implementing project management processes. This includes preparing reports, budgets, and comprehensive analyses to ensure projects are established and completed within specified deadlines and in accordance with international best practices.
Functional Responsibilities
- Develop and implement Standard Operating Procedures (SOPs) for scheduled projects and provide continuous development of these procedures to ensure alignment with international best practices.
- Supervise the study of sector-related projects, understanding their requirements and objectives while ensuring costs are correctly calculated. Provide research and rationale for any identified variances.
- Evaluate and monitor the performance and efficiency of all relevant projects and programs to ensure execution as planned.
- Review formal communication templates with relevant stakeholders and support the development of qualification requirements for external consultants.
- Coordinate with staff and stakeholders regarding reporting for major projects, including proactive studies, resource planning, budget management, quality assurance, risk management, and contract negotiations.
- Lead and coordinate all stakeholder activities to support the project, creating strategies that ensure the achievement of requirements, adherence to schedules, and effective communication.
- Collaborate with internal and external stakeholders to facilitate the flow of information regarding project management.
- Support external departments by collecting and analyzing data during the definition, implementation, or continuation of business processes, policies, and procedures.
- Supervise overall project planning processes by reporting on project timelines and deliverables.
- Coordinate internal and external reporting by collecting, analyzing, and summarizing data related to all projects.
- Supervise the management of all project-related matters, including financial records, reports, and evaluation of completed work.
- Participate in the development of technical and operational policies and processes, ensuring compliance with all relevant requirements.
- Supervise daily operations to ensure compliance with existing procedures and standards, ensuring staff activities are completed efficiently and on time.
- Regularly report operational activities, challenges, and obstacles to the Department Director, including proposed solutions to keep them informed of unit activities.
- Adhere to information security policies, maintain data confidentiality, and report any breaches to the Information Security Officer.
- Commit to Occupational Health and Safety instructions and the Environmental Management System policies applied by the Authority.
- Perform other job-related tasks and responsibilities as assigned.
Operational & Financial Responsibilities
- Operational: Support periodic data analysis for leadership decision-making and report any operational risks hindering objectives.
- Financial Management: Ensure alignment with relevant financial policies and procedures applicable to the role.
Stakeholder Management
- Internal Stakeholders: All organizational units within the Authority.
- External Stakeholders: Relevant semi-government and private entities, as well as local and federal government entities.
Required Qualifications
- Bachelor's degree in Design, Applied Arts, Fine Arts (Visual Arts), Business Administration, Project Management, or equivalent from an accredited university.
Professional Experience and Skills
- 7+ years of relevant professional experience.
- Proficiency in English (reading, writing, and speaking).
- Proven experience in leading research and analysis activities.
- Strong skills in project management, performance management, and stakeholder management.
- Knowledge of program and project planning principles and methods.
